When I create my bashed patch, Cloaks.esp and Cloaks-Dawnguard.esp do not appear in the menu for leveled. I think it is a problem with the leveled list. I can cradt and spawn the cloaks in, and they appear on town guards, but they do not appear on any other NPCs. I think its something about cloaks in general, try uninstalling your cloaks mods too. I am looking for some help in getting Cloaks of Skyrim SSE functioning properly. I uninstalled CoS and the problem is gone.
